There was general consensus about going back to the language of the original language with edits (IN CAPITALS) of Recommendation 1 of the Policy Roundtable (2) on Land Tenure and International Investment in Agriculture with:

Encourage the continuation of the inclusive process of development of the Voluntary Guidelines on Responsible Governance of Tenure of Land and Other Natural Resources, BUILDING ON EXISTING REGIONAL AGREEMENTS WITH A VIEW TO SUBMITTING  THE GUIDELINES FOR THE [CONSIDERATION] [ENDORSEMENT] [APPROVAL] BY THE 37th session CFS, following a process of review of the Guidelines by an open-ended intergovernmental working group  LED BY THE CFS BUREAU AND ADVISORY GROUP

This last section about the intergovernmental working group and who should lead the review process is happening now.
